If the commissioner denies the application, the affected party may not resubmit a new application for a period of time not less than one year from the date of denial. If the commissioner suspends a certificate of authority, the affected party may not operate as an administrator for a period of time certain as specified in the suspension order which may not exceed one year from the date of suspension. If the commissioner cancels or revokes a certificate of authority, the affected party may not resubmit a new application for a period of time not less than one year from the date of the cancellation or revocation.
