If the commissioner is satisfied that the applicant is trustworthy and competent and meets all other legal requirements, a license shall be issued forthwith. If a license is denied for any of the reasons set forth in the Insurance Code, Article 3.75, §19.709 of this title (relating to Denial, Suspension, or Revocation of Licenses), or other applicable law, the commissioner shall notify the applicant and the insurer in writing that the license will not be issued to the applicant.
