1. (a) These sections shall apply to all transactions and circumstances taking place on or after the effective date of this subchapter.
2. (b) The Texas Department of Insurance's rules which are applicable to the licensing, regulation, and supervision of surplus lines agents and surplus lines insurers and transactions which were in effect prior to the effective date of these sections shall apply in the adjudication of acts and transactions occurring prior to the effective date of these sections.
