Failure by utilization review agents or payors, as appropriate, to pay invoices from an independent review organization within 30 days of receipt shall constitute a violation of §12.404(c) of this subchapter (relating to Payment of Fees) and shall be subject to enforcement action and penalty in accordance with §12.302 of this chapter (relating to Administrative Violations).
