28 Tex. Admin. Code § 11.107
Once an application for a certificate of authority has been filed, the name application no longer must be extended. If a certificate of authority is denied, the name application is cancelled on the date the denial order becomes final. If a certificate of authority is granted, the name is reserved for use by the HMO as long as the certificate of authority is in effect.
