1. (a) The adult foster care client must:

   1. (1) provide accurate information about his ability to function in the community and in a foster home setting;
   2. (2) pay the amount of room and board specified in the client and provider agreement;
   3. (3) report changes or occurrences that would affect the client and/or provider; and
   4. (4) participate in selecting an adult foster care home in which to live.

2. (b) The client and his responsible person are entitled to:

   1. (1) receive in writing, before authorization of adult foster care, a list of the client's rights and responsibilities;
   2. (2) be informed of all available services in the home and of the charges for services not paid for by the Texas Department of Human Services (DHS);
   3. (3) be informed that the client keeps a personal needs allowance;
   4. (4) file complaints with DHS staff about abuse, neglect, exploitation, or inadequate care without discrimination or reprisal for voicing grievances;
   5. (5) privacy and confidentiality;
   6. (6) have his physical person and property treated with dignity and respect; and
   7. (7) be free from physical or mental abuse, corporal punishment, and any physical or chemical restraints imposed for purposes of discipline or convenience.
