- (a) Term of office. The chairman shall be elected from among the members of the board at the annual meeting in odd-numbered years for a term of two years.
- (b) Duties. The chairman of the board shall be the chief executive officer of the board, call its meetings, preside over all meetings of the board and of its executive committee. He shall represent the board before legislative bodies, official boards, and in the business of the board concerning public relations. Expenditures other than those related to the ordinary conduct of the business of the board shall require the approval of the chairman.
- (c) Vacancy. In the event that the chairmanship is vacated, the vice chairman shall succeed to that office for the remainder of the unexpired term, and if required, a new vice chairman will be elected by mail ballot to fill the unexpired term.
