The council is created under authority of Texas Civil Statutes, Article 4477-80 (House Bill 1066, 70th Texas Legislature, Regular Session, 1988). The statute covers the following areas concerning the council; definitions; creation of the council, initial appointments; terms and compensation; meetings; functions; duties and powers of the Texas Department of Health; gifts and grants; required reports; and application of other laws.
