(a) These rules are adopted under the provisions of Texas Civil Statutes, Article 6252-11f.
(b) The council is authorized to accept funds from public and private sources under the provisions of the Health and Safety Code, §102.009(b)(5). The purpose of these rules is to govern all aspects of conduct between the organization or donors and the council and its employees.
