Council approval is required for the following actions:
- (1) adoption of the annual operating budget of the council and any changes in the approved budget;
- (2) approval or cancellation of any grants, contracts, and agreements;
- (3) submission of the legislative appropriation request; and
- (4) when required by law, requested by the executive director, or desired by the council.
