The following words and terms, when used in this subchapter, shall have the following meanings unless the context clearly indicates otherwise.

1. (1) Closing date--Date specified in the request for proposals as the date on which applications must be received or postmarked.
2. (2) Commissioner--Commissioner of Health or his or her designee.
3. (3) Department--Texas Department of Health.

4. (4) Essential public health services--As defined in the Health and Safety Code, §121.002, services to:

   1. (A) monitor the health status of individuals in the community to identify community health problems;
   2. (B) diagnose and investigate community health problems and community health hazards;
   3. (C) inform, educate, and empower the community with respect to health issues;
   4. (D) mobilize community partnerships in identifying and solving community health problems;
   5. (E) develop policies and plans that support individual and community efforts to improve health;
   6. (F) enforce laws and rules that protect the public health and ensure safety in accordance with those laws and rules;
   7. (G) link individuals who have a need for community and personal health services to appropriate community and private providers;
   8. (H) ensure a competent workforce for the provision of essential public health services;
   9. (I) research new insights and innovative solutions to community health problems; and
   10. (J) evaluate the effectiveness, accessibility, and quality of personal and population-based health services in a community.
5. (5) Minority populations--African-Americans, American Indians, Asians or Hispanics in Texas or other population in Texas for which a health disparity can be demonstrated by the applicant.
6. (6) Nonprofit organization--A private, nonprofit, tax-exempt corporation, association or organization under Internal Revenue Code of 1986, §501(c)(3) (26 United States Code §501(c)(3)).
7. (7) Rural area--A county that had a population in the most recent decennial United States census of 150,000 or less, or that part of a county with a population of greater than 150,000 that is not delineated as urbanized by the United States Census Bureau.
8. (8) Urban area--A county or part of a county that is not a rural area.
