Program priorities are determined based on data, research, public health principles, and other factors. Priorities may include:

1. (1) oral health surveillance;
2. (2) oral disease prevention;
3. (3) oral health education and promotion;
4. (4) oral health subject matter expertise for the department, other agencies, and other organizations; or
5. (5) facilitation of access to oral health services.
