Delivery of oral health services may be accomplished by any of the following methods.

1. (1) The department may provide or contract for oral health services, which may be limited to preventive services or oral health education and promotion activities.
2. (2) The department may contract with providers to provide FFS oral health treatment for eligible individuals. Requirements for provider participation and reimbursement are set forth in the manual.
