Except as permitted in §37.54 of this title (relating to Exemption from Screening), all newborns delivered in Texas shall be subjected to two screening tests for the following conditions:

1. (1) phenylketonuria;
2. (2) galactosemia;
3. (3) sickling hemoglobinopathies, including sickle cell disease;
4. (4) congenital adrenal hyperplasia; and
5. (5) hypothyroidism.
