The purpose of these rules is to implement the requirements of the Special Senses and Communication Disorders Act, Health and Safety Code, Chapter 36, relating to the early identification of individuals from birth through 20 years of age who have special senses and communication disorders and who need remedial vision, hearing, speech, or language services.
