1. (a) All applicable fees must be paid to the department before the department issues a license.
2. (b) For all initial and renewal applications, the department is authorized to collect subscription and convenience fees, to recover costs associated with electronic application and renewal application processing.

3. (c) The annual fees, not including subscription and convenience fees, are as follows:

   1. (1) initial license day youth camp:

      1. (A) 99 or less campers per year--$950;
      2. (B) 100 to 999 campers per year--$1,150;
      3. (C) 1,000 to 1,999 campers per year--$2,000;
      4. (D) 2,000 to 4,999 campers per year--$2,600; and
      5. (E) 5,000 or more campers per year--$4,000;

   2. (2) renewal license day youth camp:

      1. (A) 99 or less campers per year--$750;
      2. (B) 100 to 999 campers per year--$950;
      3. (C) 1,000 to 1,999 campers per year--$1,750;
      4. (D) 2,000 to 4,999 campers per year--$2,250; and
      5. (E) 5,000 or more campers per year--$3,500;

   3. (3) initial license residential youth camp:

      1. (A) 99 or less campers per year--$2,150;
      2. (B) 100 to 499 campers per year--$2,500;
      3. (C) 500 to 999 campers per year--$6,500;
      4. (D) 1,000 to 1,999 campers per year--$12,000;
      5. (E) 2,000 to 4,999 campers per year--$15,000;
      6. (F) 5,000 to 9,999 campers per year--$18,000; and
      7. (G) 10,000 or more campers per year--$21,000;

   4. (4) renewal license residential youth camp:

      1. (A) 99 or less campers per year--$1,900;
      2. (B) 100 to 499 campers per year--$2,250;
      3. (C) 500 to 999 campers per year--$5,500;
      4. (D) 1,000 to 1,999 campers per year--$10,000;
      5. (E) 2,000 to 4,999 campers per year--$13,500;
      6. (F) 5,000 to 9,999 campers per year--$16,500; and
      7. (G) 10,000 or more campers per year--$19,500.

4. (d) Miscellaneous fees are as follows:

   1. (1) duplicate license fee--$20;
   2. (2) camp name change during operation--$20; and
   3. (3) non-sufficient fund fee--$20.

5. (e) Late fees will be assessed for applications received after March 31 as follows:

   1. (1) initial late fee--$500; and
   2. (2) renewal late fee--$250.
6. (f) An applicant or licensee whose license fee payment is returned for any reason, including insufficient funds, account closed, or payment stopped, must pay the department the amount of the license fee within 30 days after the date of the department's notice. An application is incomplete until the fee is received and cleared through the appropriate financial institution.
7. (g) The department may notify the applicant or the license holder that the person has failed to comply with this section and that any license issued is invalid.
8. (h) Initial application or renewal fees are refunded only if the fee amounts paid exceed the correct fee amount or if there is a double payment. The department does not refund fees if the applicant fails to respond to a written request from the department within 90 days.
9. (i) All fees must be submitted online at https://vo.ras.dshs.state.tx.us.
