These rules and regulations shall apply equally to new and to existing conditions except that conditions not in strict compliance with these regulations may be permitted to continue where the exceptions do not constitute, in the opinion of the Texas Department of Health Resources, any significant hazard to life or property. Requests for variance shall be submitted to the department in writing. Written approval must be secured from the department for each variance from these rules and regulations.
