"Skim milk yogurt' means the food prepared from the same ingredients and in the same manner prescribed in §217.31 of this title (relating to Yogurt) and complies with all the provisions of §217.31 of this title (relating to Yogurt) (including the requirements for the label statement of optional ingredients) except that:

1. (1) its content of milk fat is not more than 0.5%; and
2. (2) the name of the food is "skim milk yogurt.'
