1. (a) Trauma service areas (TSAs) are established for descriptive and planning purposes and not for the purpose of restricting patient referral.

2. (b) The state has been geographically divided by county into 22 TSAs; however:

   1. (1) counties may be realigned or areas subdivided;
   2. (2) no TSA shall be realigned unless there is a hospital that has at least a lead general trauma facility capacity within the boundaries; and
   3. (3) all TSAs shall be multi-county with no fewer than three counties.

3. (c) The counties included in the 22 TSAs are grouped as follows:

   1. (1) Area A--Armstrong, Briscoe, Carson, Castro, Childress, Collingsworth, Dallam, Deaf Smith, Donley, Gray, Hall, Hansford, Hartley, Hemphill, Hutchinson, Lipscomb, Moore, Ochiltree, Oldham, Parmer, Potter, Randall, Roberts, Sherman, Swisher, Wheeler;
   2. (2) Area B--Bailey, Cochran, Crosby, Dickens, Floyd, Garza, Hale, Hockley, King, Lamb, Lubbock, Lynn, Motley, Terry, Yoakum;
   3. (3) Area C--Archer, Baylor, Clay, Cottle, Foard, Hardeman, Jack, Montague, Wichita, Wilbarger, Young;
