1. (a) Board meetings are conducted:

   1. (1) in accordance with Chapter 551 of the Tex. Gov't. Code;
   2. (2) in general accordance with Robert's Rules of Order Newly Revised;
2. (b) Special meetings maybe called by the President, by resolution of the board, or upon written request by five members of the board.
3. (c) The board may only act upon a simple majority vote of its members present and voting. No proxy votes allowed.
