If for any reason a vacancy shall occur in the board, the chairman shall prepare a notice to the governor asking for the appointment of a new member to fill the unexpired term. If the vacancy shall occur in the office of the chairman, the vice chairman shall serve as the board chairman until such time as the board shall elect from its own membership a new chairman.
