Nothing in these rules shall be construed to prevent any licensee of the agency or any other person from appearing before the board for consideration of any matter. Prior to an appearance the person shall submit a request to appear stating the substance of the matter to be discussed. The board may limit the time within which any party may address the board and may limit the appearance to consideration of written materials.
