1. (a) Every party, witness, attorney, or other representative shall comport himself in all proceedings with proper dignity, courtesy, and respect for the agency, the board member(s), the executive director, the hearing officer or the designated officer, and all other parties. Disorderly conduct will not be tolerated. Attorneys and other representatives of parties shall observe and practice the standards of ethical behavior prescribed for attorneys at law by the Texas State Bar.
2. (b) The dental board may hear any case or matter or it may appoint the executive director of the agency, a hearing officer, or it may designate an officer of the board to hear and act as fact-finder. When the board has appointed and assigned the executive director, a hearing officer, or an officer to hear a matter, such person so assigned shall be designated the "hearing officer' and such designation and term is used hereinafter whether the person be actually the agency executive director or an officer of the board or a different person.
