1. (a) The board's committee will review a copy of all letters transmitting advisory opinions and recommend the following action to the board:

   1. (1) ratify the previously issued opinion; or
   2. (2) not ratify the previously issued opinion and develop an amended opinion. All recommendations will be submitted for consideration by the board at its next regularly scheduled meeting.

2. (b) The board will consider the recommendation of the committee and will:

   1. (1) decline to ratify the recommendation of the committee and refer it back to the committee for further study; or
   2. (2) approve or amend the recommendation of the committee and issue an opinion in accordance with established procedures. Should the opinion be amended, the requestor will be notified by certified mail and the revised opinion distributed in accordance with established procedures.
