The board may issue opinions upon the written request of any person. These opinions shall be based on actual (not hypothetical) fact situations submitted in accordance with board instructions and shall be limited to areas specifically identified in the applicable section of Texas Civil Statutes, Public Accountancy Act, 1979, as amended.
