The board may cause to be published in the board's official publication, the Texas State Board Report, and may publish in newspapers of general distribution in the state, the name of any licensee or certificate holder who is the subject of a disciplinary or administrative action. Such publication shall not occur until a final board order has been issued. The publication may contain a narrative factual summary of the actions giving rise to the disciplinary or administrative action.
