1. (a) Each investigation shall be submitted to the appropriate Committee for an initial determination as to whether a violation has occurred. The Committee shall make a recommendation as to the appropriate disposition of the investigation.
2. (b) The Committee, in its sole discretion, may abate the investigation.
3. (c) Cases that do not require Committee consideration will not be presented to a Committee.
