The chairman shall be the presiding officer of the board. When present, the chairman shall conduct all board meetings. The chairman shall appoint such committees as the board may authorize under §505.10 of this title (relating to Board Committees) and may delegate the signing of official documents. The chairman may sign board orders on behalf of the board after the board has approved adoption of the order. The chairman shall serve as the official spokesman of the board and shall have such other responsibilities as assigned and such other authority as conferred by the board.
