- (a) The board shall elect from its member a vice-chairman, a secretary, and a treasurer, who shall be elected at the annual meeting of the board and who shall take office on the first day of the month following the annual meeting for a period of one year.
- (b) The chairman shall be appointed by the governor and shall serve at the pleasure of the governor as provided in the Act. In the event of the chairman's resignation, removal from office, or other inability to serve as chairman, and until such time as a replacement is appointed, the vice-chairman shall act as the presiding officer of the board and shall have all authority, duties, and responsibilities afforded the chairman, as set out in §505.3 of this title (relating to Chairman of the Board).
- (c) A majority of the members appointed and serving on the board shall constitute a quorum and no business shall be transacted by the board in the absence of a quorum.
