An applicant for licensure shall be of good moral character, provide satisfactory evidence that the age of 18 years has been obtained and shall meet one of the following requirements:

1. (1) have graduated and received a professional degree from a college of pharmacy the professional degree program of which has been accredited by ACPE and meets the requirements of the board; or
2. (2) have graduated from a foreign college of pharmacy and obtained full certification from the FPGEC.
