1. (a) Selections and appointments. The board shall nominate and elect from among its members at the last meeting of the fiscal year, a president, unless designated by the Governor, as provided for in Texas Civil Statutes, Article 4514, §1, and a vice president by majority vote of members present and voting.

2. (b) Duties of the officers.

   1. (1) The president shall:

      1. (A) preside at all meetings of the board;
      2. (B) represent the board in legislative matters and in meetings with related groups;
      3. (C) appoint standing, ad hoc, and advisory committees;
      4. (D) perform such other duties as pertain to the office of the president; and
      5. (E) designate a member of the board to coordinate the annual performance reviews of the executive director and evaluation of the board.
   2. (2) The vice-president shall function in the absence of the president and shall perform such other duties that are from time to time assigned by the board. If the office of president becomes vacant, the vice-president will serve as president until another member is elected by the board or named by the governor.
