Architectural plans, specifications, addenda, change orders, and supplementary instructions for any new building or for the modification of any existing building intended for use as an institutional residential facility, regardless of the number of stories or square footage of the building, shall be prepared under the supervision of a person who is registered in accordance with the architects' registration law.
