1. (a) This chapter shall be liberally construed in conformity with the APA and the rules of practice and procedure of the office so as to achieve the purposes for which it was adopted, without changing the statutory jurisdiction, powers, or authority of the board.
2. (b) "Includes" and "including" are terms of enlargement and not of limitation or exclusive enumeration, and use of the terms does not create a presumption that components not expressed are excluded.
3. (c) If any provision of this chapter is declared invalid by a court of competent jurisdiction, such invalidity shall not affect other provisions of this chapter that can be applied without the invalid provision. To that end, the board declares the provisions of this chapter to be severable.
