Public or private institutions of higher education participating as Texas Virtual School Network (TxVSN) provider districts shall:

1. (1) serve students statewide. TxVSN student enrollments are not subject to service area priorities or restrictions;
2. (2) enroll students through the standardized requirements and application/enrollment process approved by TxVSN central operations or the TxVSN online school; and
3. (3) use the articulation agreement available through TxVSN central operations or the TxVSN online school.
