1. (a) Parties are designated as follows.

   1. (1) Petitioner--The party who initiates the appeal before the commissioner.
   2. (2) Respondent--Any party against whom a complaint or petition for review has been filed with the commissioner.
   3. (3) Intervenor--A person who, upon showing a justiciable interest, is permitted to become a party to a proceeding.
2. (b) Regardless of errors concerning designations in the pleadings, parties shall be accorded their true status in the appeal.
