19 Tex. Admin. Code § 128.21
The provisions of this subchapter shall be implemented by school districts beginning September 1, 1998, and at that time shall supersede §75.25(c) of this title (relating to English as Second Language) and §75.52 of this title (relating to English as a Second Language).
