19 Tex. Admin. Code § 5.111
The provisions of this subchapter shall be used as a guide in the preparation and submission of requests by institutions to the Coordinating Board for new departments or other administrative units, or for administrative restructuring within the college or university. The request shall be outlined according to this subchapter. Ten copies of the completed request shall be submitted to the Program Development Division, Coordinating Board, Texas College and University System, P.O. Box 12788, Capitol Station, Austin, Texas 78711. At least three months should be allowed for staff study and review of each proposal. Except in emergency situations, requests for administrative changes will be considered only at the April and October meetings of the Coordinating Board.
