19 Tex. Admin. Code § 5.91
The provisions of this subchapter shall be used as a guide in the presentation of requests to the Coordinating Board for new certificate or degree programs, or for new major concentrations. The purpose is to give the institution, as well as the Coordinating Board, a better understanding of the nature and costs of the change requested. In preparing material for submission to the Coordinating Board, the outlines described in §5.92 of this title (relating to Description of Proposed Program), §5.93 of this title (relating to Projected Enrollment), §5.94 of this title (relating to Faculty), §5.95 of this title (relating to Library), §5.96 of this title (relating to Facilities and Equipment), §5.97 of this title (relating to Administration of Proposed Program), §5.98 of this title (relating to Accreditation), §5.99 of this title (relating to Supporting Fields), and §5.100 of this title (relating to Costs of Proposed Program) shall be followed. Requests shall be mailed to the Program Development Division, Coordinating Board, Texas College and University System, P.O. Box 12788, Capitol Station, Austin, Texas 78711. Ten copies of each request are required for Coordinating Board use, and a minimum of three months should be allowed for staff study of each request. Except in emergency situations, requests for new programs will be considered only at the April and October meetings of the Coordinating Board.
