The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.
- (1) Appropriations Bill--The most recent appropriations bill as passed by the Texas Legislature and signed into law by the Governor.
- (2) Board--The Texas Higher Education Coordinating Board.
- (3) Certified Funds--Funds for which applications have been received and processed by the board.
- (4) Commissioner--The commissioner of higher education, the chief executive officer of the board.
- (5) Cost of Attendance--A board-approved estimate of the expenses incurred by a typical financial aid student in attending college. Includes direct educational costs (tuition, fees, books, and supplies) as well as indirect costs (room and board, transportation, and personal expenses).
- (6) Educationally disadvantaged student--A student whose family contribution is less than one half the cost of attendance or who is a first generation college student.
- (7) Encumbered Funds--Certified funds for which matching funds have been deposited with the board.
- (8) Enrolled for at Least a Half-time Basis--For undergraduates, enrolled for the equivalent of six semester credit hours in a regular semester; for graduate students, enrolled for the equivalent of 4.5 semester credit hours in a regular semester.
- (9) Enrolled on a Full-time Basis--For undergraduates, enrolled for the equivalent of 12 semester credit hours in a regular semester; for graduate students, enrolled for the equivalent of nine semester credit hours in a regular semester.
- (10) Financial need--The cost of attendance at an institution of higher education less the expected family contribution and any gift aid for which the student is entitled. The cost of education and family contribution are to be determined in accordance with board guidelines.
- (11) Program officer--The individual on a college campus who is designated by the institution's Chief Executive Officer to represent a program described in this chapter on that campus. Unless otherwise designated by the Chief Executive Officer, the Director of Student Financial Aid shall serve as program officer.
- (11) Resident of Texas--A resident of the State of Texas as determined in accordance with Chapter 21, Subchapter B of this title (relating to Determining Residence Status). Nonresident students eligible to pay resident tuition rates are not included.
