The rules and regulations for the Tuition Equalization Grant Program, as contained in §§22.21-22.28 of this title (relating to Provisions for the Tuition Equalization Grant Program), are hereby adopted for use in the administration of any federal funds received by the board through the Special Leveraging Educational Assistance Grant for the purpose of making grants to students at independent institutions, other than as excepted in §22.2 of this title (relating to Exceptions to Tuition Equalization Grant Rules). Federal requirements governing the Special Leveraging Educational Assistance Grant Program are contained in 45 C.F.R. Part 192.
