The institution must have completed a recent assessment of its needs for instructional and research equipment. Before a proposal to construct new educational and general space will be acted on by the Coordinating Board, the chairperson of the institution's governing board must certify that the need for new construction is at least equal to the need to acquire additional or more modern instructional and research equipment.
