1. (a) Institutions shall request Board consideration for approval of projects on forms specified by the Board. The project application shall be submitted electronically.

2. (b) Institutions shall submit the following materials for the consideration of projects by the Assistant Commissioner, Committee on Strategic Planning, or Board:

   1. (1) a completed project application submitted electronically through the Board's website;
   2. (2) a signed Board of Regents Certification form certifying that the institution's Board of Regents has approved the project dated no more than two years prior to the date the project application is submitted to the Coordinating Board for approval and that the project meets the criteria specified in §17.20 of this title (relating to Criteria for Approval of Projects);
   3. (3) For real property purchases only, if the Board of Regents certification is dated more than two years prior to the date of the project application, the institution shall submit a certification from an appropriate executive officer that the Board of Regent's approval remains in effect.
   4. (4) a signed verification of compliance with applicable state and or federal requirements, and
   5. (5) any other documentation or information the institution believes will assist in the evaluation of the project.

3. (c) Project submission schedule:

   1. (1) Projects to be considered by the Commissioner may be submitted at any time.
   2. (2) Projects to be considered by the Committee on Strategic Planning or the Board shall be submitted at least 70 days prior to the regularly scheduled Board meeting at which consideration is desired.
