19 Tex. Admin. Code § 13.83
To receive a Graduate Medical Education grant or formula distribution, an institution or other entity must incur the costs of faculty supervision and education or the stipend costs of resident physicians in accredited clinical residency training programs in this state. The board will consider the costs incurred by medical schools or other entities to support faculty responsible for the education or supervision of resident physicians. Entities eligible to receive funds under this section include the state's eight medical schools, licensed teaching hospitals, or non-profit corporations operating a nationally accredited allopathic or osteopathic residency program.
