There is hereby incorporated and made a part of this subchapter, whether explicitly written herein or not, every article, provision, requirement, rule, regulation, or limitation imposed, ordered, required, or provided for in any existing statutory or constitutional provision relating to the laws of this state for coordination of higher education.
