1. (a) Membership shall consist of senior administrators at Texas public community or technical colleges with knowledge of the current funding formulas and the educational goals of the state.

2. (b) Membership on the committee should include:

   1. (1) Representatives of each accountability group;
   2. (2) Faculty;
   3. (3) Presidents and/or Chancellors; and
   4. (4) Chief Financial and/or Academic Officers.
3. (c) Interested persons, such as legislative and governmental relations staff, shall be regularly advised of committee meetings.
4. (d) The number of committee members shall not exceed twenty-four (24).
5. (e) The committee may appoint subcommittees. The subcommittees may include members from the formula advisory committee and other institutional representatives as appropriate.
6. (f) Members of the committee shall select the presiding officer, who will be responsible for conducting meetings and conveying committee recommendations to the Board.
7. (g) Members shall serve for a term of six years.
