Appropriated funds may not be used to pay expenses for a trip to foreign countries, except for Canada and Mexico, unless the Coordinating Board has approved the travel before departure. The Coordinating Board delegates the authority to approve foreign travel to the Commissioner of Higher Education. The Commissioner shall report annually to the Governor's Office of Budget and Planning and the Legislative Budget Board on all foreign travel and the required approvals.
