1. (a) A renewal application must contain any change in information submitted in the initial or subsequent renewal applications.
2. (b) If a renewal application is postmarked before midnight of the 30th day after a certificate of registration expires, it may be renewed on payment of the renewal fee and a late fee.
3. (c) If a renewal application is not postmarked before midnight of the 30th day after a certificate of registration expires, the certificate will not be renewed. Reapplication may be made through the original application process.
