1. (a) Before an individual performs as a judge, he shall be licensed by the commissioner. A licensed judge shall keep his license in his possession at all times.

2. (b) Each judge applicant shall submit:

   1. (1) a completed application form;
   2. (2) two recent passport-sized photographs;
   3. (3) license fee; and
   4. (4) proof of at least three years of active participation in the sport of boxing.
3. (c) An individual may not act as a judge for a boxing event if the judge has a direct or indirect financial interest in any boxer.
