16 Tex. Admin. Code § 31.4
(a) Complaint Sign. In accordance with Alcoholic Beverage Code §5.53(d), any licensed or permitted business in the state authorized to sell or serve alcoholic beverages to the ultimate consumer shall display at the place of business in a prominent place easily seen by the public, i.e. near the door or by the cash register, a sign stating the following: "If you have a complaint about the sale or service of alcoholic beverages in this establishment, please contact the Texas Alcoholic Beverage Commission by mail at P.O. Box 13127, Austin, Texas 78711-3127, by phone at 1-888-THE-TABC, by visiting www.tabc.texas.gov, or through the Alcohol Industry Management System, which can be accessed via the commission's public website."
(b) Health Risk Warning Sign. In accordance with Alcoholic Beverage Code §§11.042 and 61.111, a holder of a license or permit authorizing the sale of alcoholic beverages for on premises consumption shall display a health risks warning sign. The health risks warning sign must:
