16 Tex. Admin. Code § 31.2
State-owned vehicles utilized by the commission for the enforcement of the Alcoholic Beverage Code shall, in accordance with Texas Civil Statutes, Article 6701m-1, as amended, be exempt from the requirement that such vehicles bear inscriptions. The primary use of the exempt vehicles is by enforcement agents of the commission in the detection and investigation of criminal violations of the Code. The purpose served by not printing inscriptions on such vehicles is to increase the effectiveness of commission enforcement agents in detecting and investigating violations of the Code and to provide a greater degree of safety for such agents and the state property under their control.
